I did read it and there's no solution offered.  The solution is the one I
gave you, and that is a simple televised public announcement disclosing the
extraterrestrial saucer at Groom Lake and the fact that the aliens are not
hostile toward human beings, and that the government apologizes for their
behavior and announce a new open door policy for government of the people
and by the people.

We must do that.  There is no other way.
