Wouldn't, except the lower bound would be around our own. Nobody knows hao many standard deviations we would be below them.  It ciyld be they are less advanced but had a theoretical genius occurrence.

But also remember any species that technologically advanced would have also
resolved conflict within their own society in order not to annihilate
themselves or be annihilated by another hostile species.
