Since you are in Germany I will expect you to also file a performance bond
as well as securing legal representation here in the US.
I would suggest you file in the United States District Court for the
District of New Jersey.
I don't really like vague legal threats. That is going to get you no
where.
And...be advised and aware that if this is an attempt at harrassment I
will be contacting the proper legal authorities and your ISP as well.
