The only thing "unexplainable" implies is that there was insufficient data to
explain anything. With more data, it could be explained.

No not at all.  Both sides of the 'debate' have an extraterrestrial saucer
at Groom Lake.

That isn't an example of data, that is an example of an urban myth.
