Well I wouldn't profess to be a scientist but this children's educational
site (http://my.execpc.com/~rhoadley/magencyc.htm) says there are three
types of magnetism:
Ferromagnetism
Diamagnetism
and
Paramagnetism
Basically it is Ferromagnetism and Diamagnetism that are important in terms
of perpetual motion.
Basically a Diamagnetic substance such as Pyrolytic graphite will repel
both N and S poles of a Ferromagnetic, but the effect can be fairly weak.
However using powerful permanent Neodymium magnets the ferromagnetism can be
maximised and it has been demonstrated you can levitate objects such as for
example frogs (because water is diamagnetic to) Here for example is a site
showing a levitation experiment using Neodymium magnets and Pyrolytic
graphite (http://www.the-wombat.com/Levitation.htm)
What this means in theory of course is if you place a number of neodymium
magnets around a wheel with a sort of Pytolytic graphite tyre on it and you
either placed the neodymium magnets at an angle or used some kind of
insulation on one side (lead?) to force most of the magnetic repulsion to
be directed in a particular direction you would in theory have perpetual
motion.
I would doubt if there is any suppression of such information though. A
child could design a motor such as this and small neodymium magnets are
readily available on eBay or can be extracted from old computer harddisk
drives :)
