No, it could be a combination.

Consider the basic story about Billy Meier - that he made contact, or
rather THEY made contact with Billy, ie. he's the only official contact
here with 'real' ETs.

Now how does our 'information' stack up to real truth? How reliable is
OUR information to real events and information (ie. truth).
When you access the media - it is controlled and manipulated (in all sorts
of various ways, whether it be intentionally manipulated or unintentionally).
ie. Editors 'edit' what they like to see presented. They are supposedly 
neutral?
Look at www.disclosureproject.org - at how any of that information is not
out there in the 'normal' worldwide media, yet they held an open press 
conference specially to publicise their objectives.
Of course, what they present is not within the normal guidelines of what
is acceptable in normal thinking and acceptibility.

Same for Billy Meier. He plainly says things as they are - as do his source -
this ET group called the Plejarens (formerly known as Pleiadians - they have
dissociated themselves from that general name because of those who jumped onto 
the Pleiadian or Pleiades bandwagon). They only respect the truth.

We are so far away from the truth in our conventional thinking and 
particularly in our religions (that of Judaism, Christianity and Islam 
especially) that we have to play catch up. Science is edging us closer, but
even science has to play catch up too.
If www.disclosureproject.org is 'real' - then it plainly reveals that the
US Government (not all of it, but certain sections do) lie to the public.
It may have been initially at the pretense of 'National Security' to begin 
with, but it has gone out of hand since then.
Similarly other governments lie too. Governments are run by people (humans)
who are human and prone to error. In private they wish to cover their own 
backsides and in public they wish to appear to be like saints. Such is 
so-called democracy and political systems. They have high ideals and fail to 
deliver - like all human systems, they are prone to error.

With Billy Meier - at least - read everything and make your own judgement 
whether he is believable or genuine. Don't simply take one person's view on 
it, check it out yourself, as much as you can. Until you are satisfied with 
your own view about it all.
