  Your "non-inertial thruster", regardless of whether it's constructed of expensive piezoelectrics or powered by some exotic infernal combustion engine, simply will not work; no matter how its parts flap about, its center of mass won't go anywhere.

  If you don't believe me, look up what "center of mass" means.
