This may be Matthew 4:8-9. The logic is that if Satan offered the world, 
he must own them. Otherwise he could not offer them. Flimsy I will grant 
you but the guy is a tad weird.

Flimsy is right.  Here we have an episode in which the devil promises 
Jesus dominion over the world in exchange for worship.  However, we also 
have the Word of God that the devil is a liar.  Indeed he is "the father 
of lies" (John 8:44).  Why would anybody take the word of a notorious liar 
without a shred of supportive evidence, especially when the claim is as 
ridiculously grandiose as that one?  I strngly suspect that the devil was 
making a false promise that he could not deliver and had no intention of 
delivering, which seems entirely what we would expect of a character like 
him.

I strongly suspect the episode is fictional or allegorical or both.
