on ETs?  I bet it most perplexing to the world's most powerful people that
extraterrestrials won't respond to them in any way where they can be sure of
the ETs intent.

It has been left entirely up to the individual to decide, and cumulatively,
world wide, everyone must come to the same decision of ET intent, purpose,
motive, etc. etc. If not, should the human race survive, ET presence will
tear the entire world civilization apart in disagreement.

Perplexing problem indeed.
