Of course what makes that sound plausible is he doesn't
seem to have cottoned on to the idea that if
you could manipulate gravity locally and make one side of
a wheel perpetually lighter than the other side such a
wheel would be in a state of constant imbalance and
you would have perpetual motion and a source of unlimited
free energy so such a craft once set in motion
shouldn't need any external power source.
