Lord Rayleigh formulated the criterion of
first minimum for resolution. This is 1.22lambda/d. To achieve 3mm
(serial numbers of dollar bills) at 0.5 micron from 200 km you will
need an aperture of 60,000,000 lambda or 30m. Such an aperture will be
achieved by the EU interferometric mission in 2012 or so. This will
detect Earth sized planets. The CIA/NSA does not have that now.

The fact however renains, they DID have Atta in their sights.
