And this is based on... nothing.  Covert programs are all
compartmentalized with only a handful of people knowing the entire
operaton.  It took only 10 operatives 40 trips to wire all 3 buildings:
WTC one, two and seven.

And all the while, not one of the more than 10,000 people (including 
maintenance people) ever saw a single explosive charge or wire protruding
