I think you miss the point Sir Gilligan.  Holeflapper
was a spy type spook not a ghosty type spook.  It is
very unfortunate that he turned bad as he had done some
good work in the past.  I remember the time that the
aliens tried to assassinate one of our presidents,
Holeflapper covered up that story and some poor slob
had to go to prison and take the rap.  The aliens were
reprimanded and never tried that again.
