If a gas is ionized to a high enough potential, it will produce a
plasma.  Plasmas reach much higher temperatures than normal gases, and
can require much less energy to maintain.  Ionized gases will repel,
one way or another, it is all a matter of coupling a beam to air.
There is little or no difference in an ion propulsion system, hall
thruster, and basically the energized gas atoms will expand for one
reason or another, be it energy level, or plasma state and temperature.

What do you plan to contain the plasma in? If it touches a vessel it will cool off or melt the vessel. If you are thinking about magetic containment, forget it. It has been tried for 60 years and it does not work.
