I've seen this Firefox problem on several computers.
You especially notice it on 56k modems.

"mozilla.org" Firefox versions 1 and 2 do eat bandwidth at terrible
amounts because of not being able to cache properly.

Lots of sites set cache expiration dates on the pages they return. Others use post data which is not cached. Tough if you want to cache content, but there are legitimate reasons (e.g. security) why Firefox should choose to honour what the site tells them to do and not what you as a user want.

If you don't like it, investigate Squid or some other caching proxy and see if you can tweak around it.
