military isn't equipped nor staffed for extraterrestrial types of work. The
bug research is done by civilians working much deeper under cover than you
will ever be able to undercover because of the way they are funded. If you
can find anyone who worked in accounting for Project Blue Book, they can
explain it, but it's the gimmickry used for covert funding. The relevant
agency is not exactly small, encompasses several offices, and noone knows
who in the government it answers to. Rumor is that it is placed under a
very non-related cabinet level agency, like Dept of Agriculture or Interior.
