One of my friends just takes the kids books away if the kids are
naughty.

So, at the same time, it teaches the kids that books are very special.

Nope!

Ground the kids in their room with books only to amuse themselves.  No TV, 
no internet connection to chat with their buddies.  No cell phone, no video 
games.  Maybe a radio and some good books.

I was a very BAD kid, but by the time I was in 6th grade, I was reading at 
12th grade level.
