My conclusion was that if people are allowed to quietly and secretly
twiddle and tinker with inventions in their own home garage they may
even innocently create a chain reaction extinct level event. (ELE)

For example, that inventor, John Kanzius, uses a radio frequency to
create the magic that he displays. And also I've read that certain
events in the universe give off radio waves and X-rays, etc.

So, for example, if people are allowed to be a home garage secret
super inventor, they might innocently or even with evil intent, create
an explosion that gives off radio waves that turns water into fire
that creates an explosion that gives off radio waves that turns water
into fire, and on and on, etc.

That is just not good.
And how do we keep track of it all with six billion people ?

Also, I want to add, ... even if extraterrestrials showed up as in the
'Do You Wish That We Show Up' message with ....

more evil person, is in their back garden tin shed tinkering away.

Sure, we have to keep inventing things. But it should be done with the
government, in safe designated areas, with public scientists and other
government scientists oversight.

Another example is, Dr Steven Greer wants oversight on what the Black
Budget programs are doing. But defends a single man in his garage
trying to find free energy.

But Black Budget programs are safer, and have more hands on deck, and
better locations, than that John Kanzius !

Infact, U.S. Black Budget programs would be very close to being
capable of doing dangrous experiments on a craft somewhere between
here and Mars.

You either have Black Budget programs or you don't.
And all big countries would have them.
Iran, North Korea, China, Russia, Japan, South America, Italy, France,
UK, Canada, Africa, etc.

The point is though  ...  the most dangerous Black Budget program is a
single person, at home all day and night, with plenty of money,
playing with inventing exotic technology. 

That would totally be a strong disincentive for someone to work and create 
under those conditions.  Special permits required, fees to be paid, 
overseers to oversee.  What a bureacratic mess that would be.

Not a bureacratic mess. It is normal to do things carefully, step by
step, with notes, videos, backups, and precautions, with many people
contributing to the project. That is what they do at NASA to get a
satellite up.

On the other hand it would create jobs for people that wanted government 
jobs where they could be paid for doing little or nothing but wielding a 
rubber stamp.

I'm all for freedom, and get of the oil addiction, etc.
But too much freedom is just ridiculous.

So...

How much is just enough freedom.  

1. You are allowed to fix your bicycle in your home garage.

2. You are not allowed to secretly make exotic technology in your home
garage.

3. You are allowed to cook dinner with your lover at home, watch your
favorite documentaries on TV, and have a bit of kissy kissy.

How much Big Brother is OK?

1. It is _not_ good if all people with authority just never watch
anyone at all, and just read comic books all day.

2. Planet Earth is a space ship flying through space. And soon we will
be making one mile wide space ships to go exploring other parts of
space. So, checks and balances will be nessesary in many situations.

Give governments an inch, thay want everything.

Well, those situations are evolving on different levels, within many
different groups.
