FEMA and UFO's -- Is FEMA the Strike Force For The New World Order?
Let's read from Karla Turner's 1994 Masterpiece, titled, "Taken:
Inside the Alien-Human Abduction Agenda." Starting on page # 180.
Of all the contacts I received after my first book was released,
(called "Inside the Fringe"). Amy's first letter was the most
compelling. She wrote, as she explained, because it was the only way
to get free of a compulsion that had begun in November 1992, after an
extraordinary dream. In the first part of her letter, Amy described
some unusual events that corresponded with things I related in "Into
the Fringe." These included odd phone behavior, which she humorously
attributed to "The Phantom of the Opera-tor," and unexplained
electrical problems and noises in the house. None of the unusual
experiences were attributed to alien activity, a glaring absence in
comparison to the other contacts I'd gotten. But then she began to
describe the dream.
[Part of the Dream Sequence] - When she was brought into the room, she
said, "the humans introduced me to a female alien wearing a white
plastic mask so that her appearance would not frighten the others and
so they wouldn't focus on her eyes. Even though she wore a mask, I
could see her eyes through the holes in the mask. They were big,
black eyes. From that point on, I remember being right next to her,
and her face stayed very close to my face...very intense."
Amy said the alien explained that her race had been doing things
to humans that they should not be doing. "She and several groups of
her race wanted to stop the 'abuse' of the humans by her race. They
were working with certain people on Earth to stop the process. The
other humans in the room were ex-pilots, military officials, and other
professionals."
I was riveted, now, because Amy's account echoed that of
information I'd recently received, from two widely separated sources,
about a COVERT PROGRAM or effort by certain parties in the
intelligence and military organizations to resist alien abductions and
to assist abductees in certain ways.
There was no doubt in my mind that some in the military had an
active hand in monitoring and questioning abductees. Other abductees
- including Leah Haley and Debbie Jordan- had also reported contacts,
intrusions, and kidnappings by human, seemingly military, agents, and
there was objective evidence in some cases to back up the reports.
But this was a far cry from accounts of human agents actively helping
abductees, much less a coalition of human and alien parties working
against the abduction agenda, as the information alleged to come from
the intelligence community has claimed.
[Talking about her implants] "After she (the alien) told me about
those things, she told me about implants. She put a thin, pencil-like
metal instrument in my right ear and I thought, Oh! This is gonna
hurt! But I couldn't move or stop her. To my surprise, it didn't
hurt! She pulled out the instrument, and on one end was a flat,
circular, small, flesh-colored...thing. It was...reddish colored but
sort of transparent. If I looked closely I could see something inside
the thing.
She showed me the thing she had pulled out of my neck, and said, This
is embedded deep into the spinal cord. I can't remember exactly what
she explained about it, but I think the thing controlled the muscles
of the body when activated. It blocked the brain and became the
'central command' of the body. She also said that sometimes these
things were implanted into a person's lower back somewhere between the
fourth lumbar and the sacrococcygeal, but it was more commonly '
planted' in the neck."
When Amy described the flesh-colored object removed from her ear,
she said that it was used as a transmitter and monitor. Amy said that
the masked alien also explained the purpose of the implant she removed
form the spine. "She said that it short-circuits and it can kill!"
Amy said. "They can kill as many as they want. It's in the neck.
It's old, but some people have them. When they want to kill them,
they...I don't like that thing. It does many things. They make people
like puppets!" Amy exclaimed. "She says they can control anyone that
way. Bunch of damn robots walking around. But they're taking them
out. They're old. Sometimes in the base of the spine, real low, but
that's only half of the control. The other half controls up and
down. Up to the brain or down the body. The new implants go into the
cerebellum, not in the back like the old ones.
On one end it can kill, the other end, control, and in-between
levels. Punishment is the middle where there's consciousness but no
control. Repetition, over and over, the fear takes over, and they
don't have to punish any more. Fear is paired with punishment, so
they don't have to move the switch so far. Fear and control. And if
that doesn't work, they switch it to kill. When the body stops, it
disintegrates all implants. Electrical activity ceases. That's gross
but funny. They use our own brains as the batteries ...
feedback loop like a generator, through the implant and circuits
back. When the circuit is broken the implant dissolves.
In the dream, I came across some men and some "non-earth
representatives" discussing some kind of project they were working on
together. I was introduced to an alien being, about 3 to 4 feet tall,
gray skin with a very large head and large, black eyes. The being wore
a white mask over her face because, she explained, she didn't want to
frighten me and so the others would not focus on her eyes. The being
always kept her face right up in my face, real close through most of
the dream. She explained that her race had been doing things to humans
that they should not be doing. She, and other species of beings,
wanted to stop the abuse of humans. They were working with some
important people to help stop this process. They were working with ex-
pilots, ex-military officials and others to stop the alien intrusions.
After she explained these things to me, they took me to some
underground installation. As we neared the entrance to a large room, I
looked at the walls and they were rough rock painted dull black. I
sucked air in through my teeth and said, "We're underground!" They led
me into a huge room in which there were dozens of computers and
screens and equipment. I'd never seen before. I saw humans and
various kinds of beings working together around the room. But mostly I
remember that being's face stayed
right up in my face - real close.
Later Amy described the things she'd been unable to articulate
earlier. She gave detailed descriptions of the scene in the dining
room where she saw the probe accompanying the three men. After being
introduced to the masked alien, she was next aware of being taken into
a large, underground room. She was led by two beings into the room,
noticing the rough rock walls that proved she was below ground level.
At the time she lived directly across the street from a FEMA
underground facility, and that facility had undergone a massive
expansion, both above ground with numerous antenna arrays and new

FEMA - The Secret Government

Some people have referred to it as the "secret government" of the
United
States. It is not an elected body, it does not involve itself in
public
disclosures, and it even has a quasi-secret budget in the billions of
dollars. This government organization has more power than the
President of
the United States or the Congress, it has the power to suspend laws,
move
entire populations, arrest and detain citizens without a warrant and
hold
them without trial, it can seize property, food supplies,
transportation
systems, and can suspend the Constitution.
Not only is it the most powerful entity in the United States, but it
was not
even created under Constitutional law by the Congress. It was a
product of a
Presidential Executive Order. No, it is not the U.S. military nor the
Central Intelligence Agency, they are subject to Congress. The
organization
is called FEMA, which stands for the Federal Emergency Management
Agency.
Originally conceived in the Richard Nixon Administration, it was
refined by
President Jimmy Carter and given teeth in the Ronald Reagan and George
Bush
Administrations.
FEMA had one original concept when it was created, to assure the
survivability of the United States government in the event of a
nuclear
attack on this nation. It was also provided with the task of being a
federal
coordinating body during times of domestic disasters, such as
earthquakes,
floods and hurricanes. Its awesome powers grow under the tutelage of
people
like Lt. Col. Oliver North and General Richard Secord, the architects
on the
Iran-Contra scandal and the looting of America's savings and loan
institutions. FEMA has even been given control of the State Defense
Forces,
a rag-tag, often considered neo-Nazi, civilian army that will
substitute for
the National Guard, if the Guard is called to duty overseas.
THE MOST POWERFUL ORGANIZATION IN THE UNITED STATES
Though it may be the most powerful organization in the United States,
few
people know it even exists. But it has crept into our private lives.
Even
mortgage papers contain FEMA's name in small print if the property in
question is near a flood plain. FEMA was deeply involved in the Los
Angeles
riots and the 1989 Loma Prieta earthquake in the San Francisco Bay
Area.
Some of the black helicopter traffic reported throughout the United
States,
but mainly in the West, California, Washington, Arizona, New Mexico,
Texas
and Colorado, are flown by FEMA personnel. FEMA has been given
responsibility for many new disasters including urban forest fires,
home
heating emergencies, refugee situations, urban riots, and emergency
planning
for nuclear and toxic incidents. In the West, it works in conjunction
with
the Sixth Army.
FEMA was created in a series of Executive Orders. A Presidential
Executive
Order, whether Constitutional or not, becomes law simply by its
publication
in the Federal Registry. Congress is by-passed. Executive Order Number
12148
created the Federal Emergency Management Agency that is to interface
with
the Department of Defense for civil defense planning and funding. An
"emergency czar" was appointed. FEMA has only spent about 6 percent of
its
budget on national emergencies, the bulk of their funding has been
used for
the construction of secret underground facilities to assure continuity
of
government in case of a major emergency, foreign or domestic.
Executive
Order Number 12656 appointed the National Security Council as the
principal
body that should consider emergency powers. This allows the government
to
increase domestic intelligence and surveillance of U.S. citizens and
would
restrict the freedom of movement within the United States and grant
the
government the right to isolate large groups of civilians. The
National
Guard could be federalized to seal all borders and take control of
U.S. air
space and all ports of entry.
Here are just a few Executive Orders associated with FEMA that would
suspend
the Constitution and the Bill of Rights. These Executive Orders have
been on
record for nearly 30 years and could be enacted by the stroke of a
Presidential pen:
* EXECUTIVE ORDER 10990 allows the government to take over all modes
of transportation and control of highways and seaports.
* EXECUTIVE ORDER 10995 allows the government to seize and control
the communication media.
* EXECUTIVE ORDER 10997 allows the government to take over all
electrical power, gas, petroleum, fuels and minerals.
* EXECUTIVE ORDER 10998 allows the government to take over all food
resources and farms.
* EXECUTIVE ORDER 11000 allows the government to mobilize civilians
into work brigades under government supervision.
* EXECUTIVE ORDER 11001 allows the government to take over all
health, education and welfare functions.
* EXECUTIVE ORDER 11002 designates the Postmaster General to operate
a national registration of all persons.
* EXECUTIVE ORDER 11003 allows the government to take over all
airports and aircraft, including commercial aircraft.
* EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to
relocate communities, build new housing with public funds, designate
areas to be abandoned, and establish new locations for populations.
* EXECUTIVE ORDER 11005 allows the government to take over railroads,
inland waterways and public storage facilities.
* EXECUTIVE ORDER 11051 specifies the responsibility of the Office of
Emergency Planning and gives authorization to put all Executive Orders
into effect in times of increased international tensions and economic
or financial crisis.
* EXECUTIVE ORDER 11310 grants authority to the Department of Justice
to enforce the plans set out in Executive Orders, to institute
industrial support, to establish judicial and legislative liaison, to
control all aliens, to operate penal and correctional institutions,
and to advise and assist the President.
* EXECUTIVE ORDER 11049 assigns emergency preparedness function to
federal departments and agencies, consolidating 21 operative Executive
Orders issued over a fifteen year period.
* EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness
Agency to develop plans to establish control over the mechanisms of
production and distribution, of energy sources, wages, salaries,
credit and the flow of money in U.S. financial institution in any
undefined national emergency. It also provides that when a state of
emergency is declared by the President, Congress cannot review the
action for six months.
The Federal Emergency Management Agency has broad powers in every
aspect of
the nation. General Frank Salzedo, chief of FEMA's Civil Security
Division
stated in a 1983 conference that he saw FEMA's role as a "new frontier
in
the protection of individual and governmental leaders from
assassination,
and of civil and military installations from sabotage and/or attack,
as well
as prevention of dissident groups from gaining access to U.S. opinion,
or a
global audience in times of crisis."
FEMA's powers were consolidated by President Carter to incorporate:
* the National Security Act of 1947, which allows for the strategic
relocation of industries, services, government and other essential
economic activities, and to rationalize the requirements for manpower,
resources and production facilities;
* the 1950 Defense Production Act, which gives the President sweeping
powers over all aspects of the economy;
* the Act of August 29, 1916, which authorizes the Secretary of the
Army, in time of war, to take possession of any transportation system
for transporting troops, material, or any other purpose related to the
emergency; and
* the International Emergency Economic Powers Act, which enables the
President to seize the property of a foreign country or national.
These powers were transferred to FEMA in a sweeping consolidation in
1979.
HURRICANE ANDREW FOCUSED ATTENTION ON FEMA
FEMA's deceptive role really did not come to light with much of the
public
until Hurricane Andrew smashed into the U.S. mainland. As Russell R.
Dynes,
director of the Disaster Research Center of the University of
Delaware,
wrote in The World and I, "...The eye of the political storm hovered
over
the Federal Emergency Management Agency. FEMA became a convenient
target for
criticism." Because FEMA was accused of dropping the ball in Florida,
the
media and Congress commenced to study this agency. What came out of
the
critical look was that FEMA was spending 12 times more for "black
operations" than for disaster relief. It spent $1.3 billion building
secret
bunkers throughout the United States in anticipation of government
disruption by foreign or domestic upheaval. Yet fewer than 20 members
of
Congress , only members with top security clearance, know of the $1.3
billion expenditure by FEMA for non-natural disaster situations. These
few
Congressional leaders state that FEMA has a "black curtain" around its
operations. FEMA has worked on National Security programs since 1979,
and
its predecessor, the Federal Emergency Preparedness Agency, has
secretly
spent millions of dollars before being merged into FEMA by President
Carter
in 1979.
FEMA has developed 300 sophisticated mobile units that are capable of
sustaining themselves for a month. The vehicles are located in five
areas of
the United States. They have tremendous communication systems and each
contains a generator that would provide power to 120 homes each, but
have
never been used for disaster relief.
FEMA's enormous powers can be triggered easily. In any form of
domestic or
foreign problem, perceived and not always actual, emergency powers can
be
enacted. The President of the United States now has broader powers to
declare martial law, which activates FEMA's extraordinary powers.
Martial
law can be declared during time of increased tension overseas,
economic
problems within the United States, such as a depression, civil unrest,
such
as demonstrations or scenes like the Los Angeles riots, and in a drug
crisis. These Presidential powers have increased with successive Crime
Bills, particularly the 1991 and 1993 Crime Bills, which increase the
power
to suspend the rights guaranteed under the Constitution and to seize
property of those suspected of being drug dealers, to individuals who
participate in a public protest or demonstration. Under emergency
plans
already in existence, the power exists to suspend the Constitution and
turn
over the reigns of government to FEMA and appointing military
commanders to
run state and local governments. FEMA then would have the right to
order the
detention of anyone whom there is reasonable ground to believe...will
engage
in, or probably conspire with others to engage in acts of espionage or
sabotage. The plan also authorized the establishment of concentration
camps
for detaining the accused, but no trial.
Three times since 1984, FEMA stood on the threshold of taking control
of the
nation. Once under President Reagan in 1984, and twice under President
Bush
in 1990 and 1992. But under those three scenarios, there was not a
sufficient crisis to warrant risking martial law. Most experts on the
subject of FEMA and Martial Law insisted that a crisis has to appear
dangerous enough for the people of the United States before they would
tolerate or accept complete government takeover. The typical crisis
needed
would be threat of imminent nuclear war, rioting in several U.S. cites
simultaneously, a series of national disasters that affect widespread
danger
to the populous, massive terrorist attacks, a depression in which tens
of
millions are unemployed and without financial resources, or a major
environmental disaster.
THREE TIMES FEMA STOOD BY READY FOR EMERGENCY
In April 1984, President Reagan signed Presidential Director Number 54
that
allowed FEMA to engage in a secret national "readiness exercise" under
the
code name of REX 84. The exercise was to test FEMA's readiness to
assume
military authority in the event of a "State of Domestic National
Emergency"
concurrent with the launching of a direct United States military
operation
in Central America. The plan called for the deputation of U.S.
military and
National Guard units so that they could legally be used for domestic
law
enforcement. These units would be assigned to conduct sweeps and take
into
custody an estimated 400,000 undocumented Central American immigrants
in the
United States. The immigrants would be interned at 10 detention
centers to
be set up at military bases throughout the country.
REX 84 was so highly guarded that special metal security doors were
placed
on the fifth floor of the FEMA building in Washington, D.C. Even
long-standing employees of the Civil Defense of the Federal Executive
Department possessing the highest possible security clearances were
not
being allowed through the newly installed metal security doors. Only
personnel wearing a special red Christian cross or crucifix lapel pin
were
allowed into the premises. Lt. Col. North was responsible for drawing
up the
emergency plan, which U.S. Attorney General William French Smith
opposed
vehemently. The plan called for the suspension of the Constitution,
turning
control of the government over to FEMA, appointment of military
commanders
to run state and local governments and the declaration of Martial Law.
The
Presidential Executive Orders to support such a plan were already in
place.
The plan also advocated the rounding up and transfer to "assembly
centers or
relocation camps" of a least 21 million American Negroes in the event
of
massive rioting or disorder, not unlike the rounding up of the Jews in
Nazi
Germany in the 1930s.
The second known time that FEMA stood by was in 1990 when Desert Storm
was
enacted. Prior to President Bush's invasion of Iraq, FEMA began to
draft new
legislation to increase its already formidable powers. One of the
elements
incorporated into the plan was to set up operations within any state
or
locality without the prior permission of local or state authorities.
Such
prior permission has always been required in the past. Much of the
mechanism
being set into place was in anticipation of the economic collapse of
the
Western World. The war with Iraq may have been conceived as a ploy to
boost
the bankrupt economy, but it only pushed the West into deeper
recession.
The third scenario for FEMA came with the Los Angeles riots after the
Rodney
King brutality verdict. Had the rioting spread to other cities, FEMA
would
have been empowered to step in. As it was, major rioting only occurred
in
the Los Angeles area, thus preventing a pretext for a FEMA response.
On July 5, 1987, the Miami Herald published reports on FEMA's new
goals. The
goal was to suspend the Constitution in the event of a national
crisis, such
as nuclear war, violent and widespread internal dissent, or national
opposition to a U.S. military invasion abroad. Lt. Col. North was the
architect. National Security Directive Number 52 issued in August
1982,
pertains to the "Use of National Guard Troops to Quell Disturbances."
The crux of the problem is that FEMA has the power to turn the United
States
into a police state in time of a real crisis or a manufactured crisis.
Lt.
Col. North virtually established the apparatus for dictatorship. Only
the
criticism of the Attorney General prevented the plans from being
adopted.
But intelligence reports indicate that FEMA has a folder with 22
Executive
Orders for the President to sign in case of an emergency. It is
believed
those Executive Orders contain the framework of North's concepts,
delayed by
criticism but never truly abandoned.
The crisis, as the government now see it, is civil unrest. For
generations,
the government was concerned with nuclear war, but the violent and
disruptive demonstrations that surrounded the Vietnam War era prompted
President Nixon to change the direction of emergency powers from war
time to
times of domestic unrest. Diana Raynolds, program director of the
Edward R.
Murrow Center, summed up the dangers of FEMA today and the public
reaction
to Martial Law in a drug crisis: "It was James Madison's worst
nightmare
that a righteous faction would someday be strong enough to sweep away
the
Constitutional restraints designed by the framers to prevent the
tyranny of
centralized power, excessive privilege, an arbitrary governmental
authority
over the individual. These restraints, the balancing and checking of
powers
among branches and layers of government, and the civil guarantees,
would be
the first casualties in a drug-induced national security state with
Reagan's
Civil Emergency Preparedness unleashed. Nevertheless, there would be
those
who would welcome NSC (National Security Council) into the drug fray,
believing that increasing state police powers to emergency levels is
the
only way left to fight American's enemy within. In the short run, a
national
security state would probably be a relief to those whose personal
security
and quality of life has been diminished by drugs or drug related
crime. And,
as the general public watches the progression of institutional chaos
and
social decay, they too may be willing to pay the ultimate price, one
drug
free America for 200 years of democracy."
The first targets in any FEMA emergency would be Hispanics and Blacks,
the
FEMA orders call for them to be rounded up and detained. Tax
protesters,
demonstrators against government military intervention outside U.S.
borders,
and people who maintain weapons in their homes are also targets.
Operation
Trojan Horse is a program designed to learn the identity of potential
opponents to martial law. The program lures potential protesters into
public
forums, conducted by a "hero" of the people who advocates survival
training.
The list of names gathered at such meetings and rallies are
computerized and
then targeted in case of an emergency.
The most shining example of America to the world has been its peaceful
transition of government from one administration to another. Despite
crises
of great magnitude, the United States has maintained its freedom and
liberty. This nation now stands on the threshold of rule by non-
elected
people asserting non-Constitutional powers. Even Congress cannot
review a
Martial Law action until six months after it has been declared. For
the
first time in American history, the reigns of government would not be
transferred from one elected element to another, but the Constitution,
itself, can be suspended.
The scenarios established to trigger FEMA into action are generally
found in
the society today, economic collapse, civil unrest, drug problems,
terrorist
attacks, and protests against American intervention in a foreign
country.
All these premises exist, it could only be a matter of time in which
one of
these triggers the entire emergency necessary to bring FEMA into
action, and
then it may be too late, because under the FEMA plan, there is no
contingency by which Constitutional power is restored.

FEMA's Secret Control of the Airwaves
The Emergency Alert System (EAS) was hailed as a major upgrade to the
antiquated Emergency Broadcast System; federal officials predicted it
would save lives and cut costs. But how much praise would it receive
if
people realized that the new system gave the government complete
control over all broadcast communications? A recent mishap during a
FEMA test of the new system revealed the inner workings of digital
totalitarianism, as a "trigger" station in Cleveland, Ohio, sent a
signal to all area broadcasters which could not be overridden until a
second signal from FEMA returned control of the transmissions to local
TV and radio stations. Soon, new digital equipment, from your
clock/radio to your pager, will AUTOMATICALLY ACTIVATE upon reception
of the EAS signal, regardless of whether they're turned on or not. How
could this system be abused? Are you ready for the government to turn
on your "telescreen" whether you want it on or not?

FEMA putting together military-based police force for USA!!
The Federal Emergency Management Agency is continuing to build its
domestic military force. Although supposedly created to help local
communities respond to natural disasters. FEMA is busily putting
together a military-based police force that can be deployed in case
martial law is declared because of political uprisings. Most
recently, FEMA is creating ten military teams around the country that
can be activated to combat "domestic terrorist attacks." According to
a May 30 Associated Press report, the teams will be based in Colorado,
Massachusetts, Pennsylvania, Georgia, Illinois, Missouri, Washington,
California, New York and Texas. They will be funded as part of a $300
million budget request that President Clinton has submitted to
Congress to train and equip the National Guard to respond to chemical
and biological warfare attacks. The teams will be directed by FEMA to
get around provision of the U.S. Constitution that it suppose to
prohibit military units from being deployed against American

Pentagon-FEMA Battle Over Plans For Homeland Military Command

A battle is looming over the issue of creating a Homelands Defense
Command, a military unit responsible for managing a terrorist attack
on U.S. soil. The debate stems from the
possibility that in a time of national crisis, a situation could
evolve in which American military forces find themselves operating as
a national police force patrolling the streets of
U.S. cities, similar to the events portrayed in the movie 'The Siege.'
Y2K - FEMA Urges Local Communities, Emergency Services To Get Ready
Washington, January 6, 1999 -- Federal Emergency Management Agency
(FEMA) officials are urging the emergency management, fire and
emergency services communities and the public to get ready now for
Y2K. "It is very important that counties, municipalities, school
districts and other organizations that have not yet begun to work on
Y2K issues, start now," FEMA Deputy Director Mike Walker said. "While
some failures will be minor annoyances, some may have more serious
consequences."

SECTION 501 (Expatriation of Terrorists) expands the Bush
administration's
"enemy combatant" definition to all American citizens who "may" have
violated any provision of Section 802 of the first Patriot Act.
(Section
802 is the new definition of domestic terrorism, and the definition is
"any
action that endangers human life that is a violation of any Federal or
State law.") Section 501 of the second Patriot Act directly connects
to
Section 125 of the same act. The Justice Department boldly claims that
the
incredibly broad Section 802 of the First USA Patriot Act isn't broad
enough and that a new, unlimited definition of terrorism is needed.
Under Section 501 a US citizen engaging in lawful activities can be
grabbed
off the street and thrown into a van never to be seen again. The
Justice
Department states that they can do this because the person "had
inferred
from conduct" that they were not a US citizen. Remember Section 802 of
the
First USA Patriot Act states that any violation of Federal or State
law can
result in the "enemy combatant" terrorist designation.
SECTION 201 of the second Patriot Act makes it a criminal act for any
member of the government or any citizen to release any information
concerning the incarceration or whereabouts of detainees. It also
states
that law enforcement does not even have to tell the press who they
have
arrested and they never have to release the names.
SECTION 301 and 306 (Terrorist Identification Database) set up a
national
database of "suspected terrorists" and radically expand the database
to
include anyone associated with suspected terrorist groups and anyone
involved in crimes or having supported any group designated as
"terrorist."
These sections also set up a national DNA database for anyone on
probation
or who has been on probation for any crime, and orders State
governments to
collect the DNA for the Federal government.
SECTION 312 gives immunity to law enforcement engaging in spying
operations
against the American people and would place substantial restrictions
on
court injunctions against Federal violations of civil rights across
the
board.
SECTION 101 will designate individual terrorists as foreign powers and
again strip them of all rights under the "enemy combatant"
designation.
SECTION 102 states clearly that any information gathering, regardless
of
whether or not those activities are illegal, can be considered to be
clandestine intelligence activities for a foreign power. This makes
news
gathering illegal.
SECTION 103 allows the Federal government to use wartime martial law
powers
domestically and internationally without Congress declaring that a
state of
war exists.
SECTION 106 is bone-chilling in its straightforwardness. It states
that
broad general warrants by the secret FSIA court (a panel of secret
judges
set up in a star chamber system that convenes in an undisclosed
location)
granted under the first Patriot Act are not good enough. It states
that
government agents must be given immunity for carrying out searches
with no
prior court approval. This section throws out the entire Fourth
Amendment
against unreasonable searches and seizures.
SECTION 109 allows secret star chamber courts to issue contemp charges
against any individual or corporation who refuses to incriminate
themselves
or others. This sections annihilate the last vestiges of the Fifth
Amendment.
SECTION 110 restates that key police state clauses in the first
Patriot Act
were not sunsetted and removes the five year sunset clause from other
subsections of the first Patriot Act. After all, the media has told
us:
"this is the New America. Get used to it. This is forever."
SECTION 111 expands the definition of the "enemy combatant"
designation.
SECTION 122 restates the government's newly announced power of
"surveillance without a court order."
SECTION 123 restates that the government no longer needs warrants and
that
the investigations can be a giant dragnet-style sweep described in
press
reports about the Total Information Awareness Network. One passage
reads,
"thus the focus of domestic surveillance may be less precise than that
directed against more conventional types of crime."
*Note: Over and over again, in subsection after subsection, the second
Patriot Act states that its new Soviet-type powers will be used to
fight
international terrorism, domestic terrorism and other types of crimes.
Of
course the government has already announced in Section 802 of the
first USA
Patriot act that any crime is considered domestic terrorism.
SECTION 126 grants the government the right to mine the entire
spectrum of
public and private sector information from bank records to educational
and
medical records. This is the enacting law to allow ECHELON and the
Total
Information Awareness Network to take break down any and all walls of
privacy.
The government states that they must look at everything to "determine"
if
individuals or groups might have a connection to terrorist groups. As
you
can now see, you are guilty until proven innocent.
SECTION 127 allows the government to takeover coroners' and medical
examiners' operations whenever they see fit. See how this is like Bill
Clinton's special medical examiner he had in Arkansas that ruled that
people had committed suicide when their arms and legs had been cut
off.
SECTION 128 allows the Federal government to place gag orders on
Federal
and State Grand Juries and to take over the proceedings. It also
disallows
individuals or organizations to even try to quash a Federal subpoena.
So
now defending yourself will be a terrorist action.
SECTION 129 destroys any remaining whistleblower protection for
Federal
agents.
SECTION 202 allows corporations to keep secret their activities with
toxic
biological, chemical or radiological materials.
SECTION 205 allows top Federal officials to keep all their financial
dealings secret, and anyone investigating them can be considered a
terrorist. This should be very useful for Dick Cheney to stop anyone
investigating Haliburton.
SECTION 303 sets up national DNA database of suspected terrorists. The
database will also be used to "stop other unlawful activities." It
will
share the information with state, local and foreign agencies for the
same
purposes.
SECTION 311 federalizes your local police department in the area of
information sharing.
SECTION 313 provides liability protection for businesses, especially
big
businesses that spy on their customers for Homeland Security,
violating
their privacy agreements. It goes on to say that these are all
preventative
measures - has anyone seen Minority Report? This is the access hub for
the
Total Information Awareness Network.
SECTION 321 authorizes foreign governments to spy on the American
people
and to share information with foreign governments.
SECTION 322 removes Congress from the extradition process and allows
officers of the Homeland Security complex to extradite American
citizens
anywhere they wish. It also allows Homeland Security to secretly take
individuals out of foreign countries.
SECTION 402 is titled "Providing Material Support to Terrorism." The
section reads that there is no requirement to show that the individual
even
had the intent to aid terrorists.
SECTION 403 expands the definition of weapons of mass destruction to
include any activity that affects interstate or foreign commerce.
SECTION 404 makes it a crime for a terrorist or "other criminals" to
use
encryption in the commission of a crime.
SECTION 408 creates "lifetime parole" (basically, slavery) for a whole
host
of crimes.
SECTION 410 creates no statute of limitations for anyone that engages
in
terrorist actions or supports terrorists. Remember: any crime is now
considered terrorism under the first Patriot Act.
SECTION 411 expands crimes that are punishable by death. Again, they
point
to Section 802 of the first Patriot Act and state that any terrorist
act or
support of terrorist act can result in the death penalty.
SECTION 421 increases penalties for terrorist financing. This section
states that any type of financial activity connected to terrorism will
result to time in prison and $10-50,000 fines per violation.
SECTIONS 427 sets up asset forfeiture provisions for anyone engaging
in
terrorist activities.

Since that day our bumbling boy wonder stole the office of
president, some have wondered about the ulterior purposes behind this
administration and its nefarious doings. They have not been alone
in this mini-quest. Part of the dilemma for anyone who truly
wants to understand these actions and re-actions is that 'nothing
they do' within the circles of power and greed seems to make any
logical sense.
Ordinary criminal schemes are usually easy to decipher. Money trails
can be found, and their telltale tracks followed to whatever may
have been the point of such an effort. But this 'super-plan'
for domination includes the complete destruction of most (or all)
that matters - and none of it makes sense to the civilized world.
The litanies of the theft of everything constitutional have been
well documented. The voracious greed of the warlords, while
perhaps less clearly delineated, are finally taking shape: At
least as to which countries are now being targeted, even when it
remains unclear as to why those countries might find themselves in
that position. In addition to the above we also have the
destruction of the entire system of social programs, the welfare of
the states, the counties and the cities of the United States - as
well as the total isolation of all the citizens of this country -
inside a massive shroud of secrecy and fear.

the viability of the environment, the supply of clean water, the
fertility of the soil, and the quality of the air itself - as though
they somehow will not have to suffer the same consequences as the
rest of the human race once their policies begin to destroy all

Where's the sense - where's the profit in all the artificial fear,
all the hate and all the aggression? Recently they've begun to
destroy the very instruments of dialogue and discussion. In their
haste to attack Iraq, they destroyed the Atlantic Alliance, did
major damage to the United Nations, and managed to severely wound
the NATO alliance. How can they hope to triumph against such a
background of belligerence and destruction? What's left to
crush or threaten once we've finished declaring ourselves to be
the Supreme Rulers of the World?
It turns out that most of the above has only been a side-show,
an 'introductory video' of what will happen to the United States and
to all its citizens if we should fail to comply with every
command on the Bushwhacker's hit list of rights to be taken,
property to be stolen, or dreams to be denied. It seems there is a
plan beneath all this after all.
This little nightmare called FEMA - The Federal Emergency
Management Agency - was brought to us by Richard Nixon. And over
the years each consecutive president has contributed to its
continuing health and viability - until we got to '41,' bullyboy's
daddy. GWH Bush saw to it that this weapon against the people was
armed and ready - the only thing not in place was a sufficient excuse
to implement it.
What exactly is FEMA, in terms of its powers, once it is activated?
"EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness
Agency to develop plans to establish control over the mechanisms of
production and distribution, of energy sources, wages, salaries,
credit and the flow of money in U.S. financial institution in
any undefined national emergency. It also provides that when a state
of emergency is declared by the President - Congress cannot review the
action for six months."

To facilitate the onset of civil unrest in the United States, a number
of actions by the executive branch of government have been
undertaken with the complicity and collusion of both the Congress
and the courts under the direction of a loosely defined coalition
of the eager that involves both the USA and a faction of extremists

To understand how this was possible one needs to go back in time
to a little known but extremely important occurrence that reshaped our
country in 1871. The changes created by the "Act of 1871" altered the
words "The Constitution for the United States of America - to read:
"THE CONSTITUTION OF THE UNITED STATES OF AMERICA."
This latter form is the corporate constitution, and it operates in
an economic capacity that was designed to deceive us into thinking
that "it is the same parchment that was meant to govern the

Once the differences are understood between a Corporate Charter
and a civil Constitution, it becomes clear that what serves the
corporation may often work against the people of the civil society.
This action killed the Republic created by our American Revolution
and replaced our charter with a corporate democracy - and that is
exactly what is playing out in history as it's being written today.
When one combines the "Act of 1871" with the 'rights of
personhood' granted to the Corporations in an 1886 Supreme Court
decision (that freed American corporations from individual
responsibility for their actions) that act completely revised the
intent and purposes behind the original Constitution "for" the
people of the United States of America. Taken together, these two
major alterations became the basis for our two-tiered system of both
law and life. Americans are now trying to cope as second-class
supplicants to the corporations that now rule our lives. Add to this
the introduction of our defacto dictator, George Walker Bush, crown-
prince-in-waiting for the title of Leader-of-the-World - and one
can easily see that we are just one hair's breathe short of complete
and outright slavery.
The amazing thing about these facts is how few people are even
remotely aware of their existence - not to mention the above
historical precedents that have become the bedrock of America as we
now know it.
Americans since 9-11 have been traumatized by the shock of
unfolding events. As such, we could be said to resemble a patient who
has been in a coma for an extended period of time. IF we ever learn
what happened to us, we will awake from that coma in a rage of
righteous anger. Anger that while we were defenseless - the
government has metaphorically 'been having its way with us.'
Figuratively we've been raped and sodomized, used and abused at
will by this government to flesh out their fantasies of world
domination - at the expense of everything we thought our lives were
made of.
The Bush Crime family has been secretly and voraciously devouring
the critical funding for everything from schools and
medicine to infrastructure and the 'privatization' of social
security. The willful destruction of social programs,
coupled with an economically irresponsible foreign policy of
continual and unnecessary wars; plus a 'reorganization' of the
entire federal government through implementation of the HOMELAND
Security Act that has obviously all been created to bring this nation
to the brink of economic collapse. This brings us back to the original
question - "Why are we doing this?"
The answer is beyond ugly. The goal, it seems, is to get us to
relinquish all our rights - to the government - to "protect us from
all the evil in the world." The actual problem is that all the
evil resides in the compacts that have been forged between the
Cabal in Washington and the thugs in Tel Aviv under the
international cover of 'fighting terror on a global scale.'
Once the next 9-11 happens, the nation will be put on condition RED,
and then we'll have PATRIOT II by executive order. This will unleash
FEMA to do what it was designed to do - which is to round us all up,
strip us of anything anyone in government might want, and throw the
rest of us away. This will be courtesy of that secretive black-ops
shadow government known as FEMA - that rising curse that gives shape
to all the nightmares that Bush wants each of us to fear. This
terrifying new world will exceed all natural bonds, and will even
surpass our innate wish to remain a viably free and prosperous
