Sounds like a reasonable assumption. If they have the technology to
travel here, then we  and our weapons are no match for them. So, if they
wanted to step out of the Area 51 hangar and mingle with, mate with,
eat, or whatever, the common man, then there probably isn't anything the
DoD could do about it.

So now we have to posit some reason for them to remain in the custody of
a bunch of jarheads. Given the current leadership, I'd expect them to
come forward and run for office. And given the public's attitude toward
our government, I'd expect them to win.
