The idea is a repository of some very interesting feelings.  These

One can imagine therefore the construction of a secret fleet of
invisible neutral bouyancy aircraft - triangular in shape, about 100
meters on a side, capable of flying silently at subsonic speeds, or
hovering indefinitely - powered by lightweight nuclear power plant.


Each aircraft is equipped with a surface that changes to diffract
light around it, as well as drive the aircraft  through the air.
Turn the surface off and the aircraft suddenly appears.  Turn the
surface on, and it suddenly disappears.   Modulate the the surface

A craft this size may lift 50,000 lbs to 60,000 lbs of payloads, and
large phased array antennae imbeded beneath the surface provide
multiple ELF beams that easily penetrate the oceans, and resonate
below the ion layer - to provide seamless undetectable communications
with submarine forces.


The use of a such a fleet of aircraft has many many roles.  In the
event of a nuclear war, even a limited nuclear war, such craft may
appear and give messages to survivors that radically alter their
belief systems - especially if augmented by controlled psychological
conditioning and mind altering drugs - in ways that are beneficial to
the USA in a post-nuclear world.


To me this seems to be the most consistent theory of what's happening
in Area-51 and unites all the stories legends and most importantly-
government actions - surrounding UFOs.  This also explains why the
government has opposed real SETI - since any real contact would make
the ruse useless.
