Possibly a laser projected image, although there's no indications of
any beams. So, more likely UFO than anything terrestrial.

What is needed is for the reported hundreds of eye witnesses who
supposedly took cell phone pictures of the craft to post the images.
None yet.... why? This incident has conflicting dates but is reported
to have happened on December 9th the same day the Norway Spiral
occurred. Hummm... could this have something to do with the failed
Russian missle launch? More people need to come forward or this will
go down as another hoax...

What nation on Earth is still wasting their hard earned loot and so
much other valuable resources by further proof-testing a 12 time
previous failure rocket?

Russians know more than we do about fly-by-rocket sorts of things.
Did they suddenly turn dumb?

Well maybe, or maybe they're trying something new - kill people with
laughter and hypnotic spiral effects.
Maybe the rocket is a new hypnotising rocket designed to pacify the enemy.

What supposed chemicals or was it plutonium spewing out from that
weird launch,

LSD maybe?

that which no other nation on Earth can simulate or
otherwise pull from previously documented rocket performance data?

At best, it smells as fishy as unrefrigerated caviar, and feels weird
at the same time. It looks UFOish, although so does our huge triangle
craft that's reversed engineered from something off-world.

A Goa'uld mothership. ;-)
