This is the road to wisdom.
Along the road one must also produce the "how".
And it must be a "how" that is approved by global consensus.
All that is needed is a very minimally empowered central government
that
is
endowed ONLY with the task of garnering consensus on very
specifically
stated issues.
This will lead to solutions to the "how".

The seans would not govern us, Double-A.
If we were to decide to join the galactic community, then the seans
would
show us details about their government-by-consensus and how it works.
Human society would continue to be autonomous.
The galactic government, comprised of seans, humans and other species
would
act only as a minimal form of government.
When needed, it would help our governments garner consensus for the
controversial issues that exist among us.
At first, at least to me, it all sounded very complicated, but once
you
learn it, begin to use it, and see how effective it is,
government-by-consensus is simplicity itself and a marked improvement
over
all previous forms of government.

When I worked at the Water Bureau, they used a consensus approach to
plan their new billing system. The system they produced was a
disaster!
Double-A
One strength of the consensus approach, if done well, is to (finally)
come
to a decision about a complicated issue.
One weakness is that there are often no "good" or "right" choices, so no
matter what the consensus is, a "disaster" might ensue.
Another weakness is that a consensus might choose a disastrous outcome
because not all the facts were available.
A great strength of consensus is that EVERYONE is accountable, whether
the
outcome is disastrous or an improvement.

It is an easy step from EVERYONE is accountable, to NO ONE is
accountable, with everyone pointing a finger at somebody else!
Double-A
The difference is TO WHOM everyone is accountable.
When everyone decides together to do things a certain way, then TO WHOM is
everyone accountable?
Everyone is accountable to EVERYONE! including to THEMSELVES!
So rather than taking an easy step to NO ONE is accountable, very little
time is lost and wasted BLAMING someone for anything that goes wrong.
Instead, there is forward momentum to continue to try to improve the
situation.
As I said, it seems a bit complicated at first, just like anything else.
Once learned, the consensus approach to decision making becomes more and
more effective.
