No it doesn't! lol. Underground has several usages in its meaning.
You are choosing a literal one, I have written underground in a
figurative context - as in the programs going black.

fwiw Earthquakes occur mostly along fault lines between tectonic
plates. New Zealand sits atop three fault lines. It usually gets
1,000 earthquakes a year, but they're below the level they are felt by
people - though easily detected by equipment. What is different about
the current series of Earthquakes in New Zealand, is that the most
recent earthquake caused a massive increase in the magnitude of those
1,000 small Earthquakes. In fact since the large Earthquake in New
Zealand over 700 aftershocks some ranging above 5 on the Richter
scale, are a continuing problem in Christchurch.
