Much like the singular "we". However it may be plural as to a group yet 
still headed by one.
Undoubtedly he saw a wheel within a wheel as described. Perhaps aliens.
In Jewish texts you will find an amazing array if descriptions for unusual 
beings.
Dibbick, a devil of sorts.
Golem, a robot or automaton.
Anonoki, giants (8' and plus tall)
Radiation emanations and burns.
etc., etc.

And a friend of mine has pointed out to me that the
word Elohim is plural, and he speculates that the
Elohim were aliens, not a single God.
