I was recently invited to tour a command center owned and
maintained by FEMA. What I saw both amazed and shocked me at the same
time. The center was located under ground. From the outside you
would never guess it was there.
After descending by elevator about one hundred feet we stepped out
into a long hall that was secured by two heavily armed guards. They
checked my guides credentials and gave me a good top to bottom
search. My guide had to sign me in.
The hall had doors on both sides, some led to sleeping quarters,
kitchen, showers, ordnance, ammo, and other such rooms. I learned
that they can handle over two hundred staff twenty four hours a day
for six months with out ever coming out. This amazed me. You sure
couldn’t tell it from the out side.
I was then shown the command center. This area shocked me. I could
not believe what I was seeing. This room was about 75 feet by 120
feet. It to was secured by armed guards both outside the door and
inside. To my left was a bank of computer terminals, each one staffed
by personnel by a man or woman in blue uniforms. They were busy. To
the right and running the length of the wall was at least 25 cubicles
that contained a computer terminal and a red phone. There were no
staff at these terminals. I asked why and was told that they were for
emergency use only. As I walked down the length of the wall I read
some listings as to what the computers and phone lines were connected
to.
They had direct access to sheriff’s departments, police departments,
and all law enforcement agencies in a three state area. I asked more
questions but my guide informed me that he could not reveal certain
information to me because it was classified. He did tell me that in
the event that “The order was given” that all law enforcement agencies
from local to state and federal would be controlled from this room.
The center was totally self contained. They had their own power supply
and enough weapons to fight a big war. I was not allowed inside the
weapons room but was told by my guide that I would not believe what
they had in there. I would believe it to.
A few days later I went back to the area to observe from the out
side. I found their ventilation shack and a few other vital areas. I
also observed hidden video cameras and what I took to be listening
devices.
Back to the inside of the command center. One of the computer centers
was receiving live video from cameras from several different areas.
They could zoom in on an area several miles away and identify small
objects.

How do you determine if they are a concentration camp? This one is
easy. Have
you ever seen a prison up close? They do have certain features that
are
unmistakable from other types of things like schools or churches. Here
are the
determining factors. It has to have:
1. Barbed wire or razor wire fences that point inward. Look at most
security fences. The top portion points out to keep trespassers out,
right? Prisons, labor camps and the like all have their fence tops
pointing in so that the inmates are greatly hampered in climbing
them.
2. Some type of guard facility that is defendable and wired with
microwave transmitters.
3. Armed guards parading around in golf-pro shirts or department of
water clothing. I wasn’t aware that our utilities were arming their
employees with MP5s and M16s. Even the smallest facility we found had
five, count em, five armed guards in tactical gear.
4. Tactical berms to hide the main complexes from the road. These also
have moats, not yet filled with water, that surround the inner
complex. The camp in Pearblossom is an excellent example of a full-
service camp. The people go in, but they don’t come out.

*PEARBLOSSOM: Located at the intersection of Ave 116 and the
Pearblossom Highway, this is a full-service facility, complete with

do decide to see this one, you will be descended upon by some very
mean fellows, who
will get your ID and license, then monitor you.
*FILMORE: Located on highway 126, this at first glance looks like an
orange grove and is located on the north side of the highway. It
sports guard centers, three—count em—three sets of fences, all
pointing in, and some very nasty armed men who tell you to “mind your
own business.” This camp is huge.
*SANTA PAULA: This is a holding camp, designed as a stock-yard type of
facility for those rounded up in the early sweeps.
*VALENCIA: This is one of the largest camps ever constructed and
measures some two miles by three miles, using the resivoir at the
intersection of the 5 and 405 freeways as a cover. New buildings,
armed guards, new roads, and many hundreds of buildings for housing
the damned.
*GLENDALE: Right behind Brand Park, take the 5 interstate to Western
Ave, then head north up the hill till you arrive at the park. Then
take the road—by foot—by the doctor’s house on the northwestern part
of the park. Proceed up the hill to you reach the resivoir, which is
in fact, a holding facility. When we were there last, there were five
armed guards with M16s walking around.
Oakdale Ca 90 miles East of San Francisco on HWY 120. Holds
a minimum of 15,000 people -REX 84- program Emergence
Custodial Facility.
Vandenberg AFB Located midway between San Louis Obispo, and
Santa Barbara. The base is on HWY 1 and close to WHY 101. REX
84 program, Emergency Custodial Facility.
Ft.Irwin Irwin is a remote Mtn region south of Death Valley,
National Monument. This base is designated as inactive however,
there is a concentration camp located at this facility about 30
miles from Interstate 15 in Barstow.
Inyo County - Manzanar- Renovated WWII Japanese-American
special internment detention center.
Modoc County -Tulelake- Renovated WWII Japanese-American

Morgan, Ga. Calhoun County; I-75 exit 32 to 300 south to Albany. Take
highway 234 to Morgan. Go through Morgan taking highway 45 south.
The FEMA facility is 1 ½ miles on the right (west) side of highway
45. This FEMA facility is fully manned and staffed but no prisoners.
Camilla, Ga. Mitchell County; from Camilla take highway 19 south,
travel 5.4 miles from 37/19 junction to Mount Zion Road, turn left
(east) on Mount Zion Road. The FEMA facility is located on Mount
Zion Road aprox: 5.7 miles south of Camilla. This facility is not
manned or staffed and their are no priosoners.
Hawkinsville, Ga Pulaski County; located on fire road 100/ Upper

prisoners will be brought in by water, air and ground. Note: This

Indiana:
Thousands of acres located just out of Indianapolis, Indiana holds
a large Concentration camp facility complete with barracks, high
fence, razor wire, towers, turnstyles, a railroad, helicopter landing
pads, and what appears to be three large furnaces with 3inch mains
on one of the buildings. This is a massive facility, still under
construction with a completition date sometime in 1996.

Inmates from the Hancock County jail claim they have worked details
involving the delivery of food to these camps under the supervision of
U.N. Guards. One individual claims that one of these camps is full of
Europeans, Men, Women and children all within the same compound.
He said that the U.N. Guards stationed there were severely beating
the prisoners who appeared to be involved in forced labor. Though
it is impossible to verify this information at this time I did hear a
recorded interview with this inmate, and he sounded very sincere.

Many of us in the media have been aware of these hideous camps since
their inception. It only takes a look at the history of this century
to know what will happen in them once they are populated. The heart
shudders at such knowledge but ignoring it won’t make it go away. The
only answer is to get the information out there in the world and make
our elected government answer.
I’ve personally visited these camps and have taken pictures. They are
REAL. They are manned. They have moats, motion sensors, inner berms
to hide the main complexes, guards at the gates, electric gates,
processing centers, and of course, high fences with razor wire and
barbed pointing inward - not outward - but inward to KEEP PEOPLE IN.
The larger facilities are called golf courses or water treatment
plants. When was the last time you saw a golf course (Portland,
Oregon) with armed guards carrying M16s? Why do the larger facilities
have smokestacks? Ever see a crematorium? The smaller facilities are
usually holding facilities, obviously designed for the short-term
roundups prior to the hapless souls being shipped off to their final
destination somewhere else.
You have to know that it was never my intention to uncover this
information to frighten anyone nor to get publicity, as so many claim.
As my readers are well aware, I stumbled upon this stuff in research
for a new book. I have a family and want to see them grow up and they
want to have a father that is alive, not dead. Reporting this type of
information has made me very unpopular with the government and I’ve
been warned many times by the FBI to ‘mind my own business.’ Unlike
many of my contemporaries, I’ve chosen to research these camp claims
for myself.
I HAD to see them with my own eyes. They do exist. But the real
question that needs to be asked - and asked fast - is why?
Why are they being built? Whom are they for? Why does the government
deny their existence? A friend of mine and I discovered 32 camps in
just one county in Colorado alone. You can drive right up to them.
However, the Department of Corrections in Colorado, the Marshall’s
Office, the County Sheriffs office, and the Federal agencies in
Colorado all claim there is nothing at these sites except the lonesome
prairie. That’s just a flat out lie.
We’ve uncovered over 700 hundred camps so far. We have pictures to
prove their existence. The answer is: We wanted to get as much of a
complete listing as we possibly could before going public. The reason
for that is obvious: you can’t research very much when you are in jail
on trumped-up charges or dead, can you? The other part of the answer
is that we are still observing the construction going on there. For
the most part we are very much watched when we visit them; we are
stopped by armed men who ask to see ID. This on public roads. Making a
circus of these sites will only get innocent people killed. Know this;
if you visit these camps you will end up under government
surveillance, and these folks are not very kind. Also, most, if not
all the construction on these facilities happens at night. Why?

Conspiracy due to the formation of substantial pockets of resistance
within the military and their reluctance to attack / kill Americans
under any pretense short of overt aggression against this country.
As a result, it appears clear that the decision has been made to
neutralize the vast majority of front line American military. As you
know, vaccines have been used recently to spread disease very
successfully. If you doubt this, do some research and confirm this for
yourself. The Gulf War Syndrome was only a test.
Why try to eliminate the military with guns when you can get them to
sit in a chair one by one and be infected/poisoned/ sodomized? The
decision has now been made to use the proposed anthrax vaccine on ALL
military personnel. Military personnel MUST refuse to take these
vaccinations. If sufficient numbers do, and enough focus is put on
this matter, the program will be halted.
Contact every one you can in the military TODAY and urge them to voice
their STRONG OBJECTION to the vaccine and REQUEST FOR INVESTIGATION of
it’s dangers IMMEDIATELY.
As usual, the vast majority of leadership in the military has been
kept completely in the dark and have been lead to believe that this
vaccine is necessary for the health of the soldiers. Only a small
number have any suspicion or knowledge. Once the vaccination program
begins, soldiers will be given NO CHOICE in the matter. Let your
friends and family know to be ready for anything these demons may try
to pull.
We must act as God’s Soldiers and not as sheeple. It is time to take
a stand. The resisters in the military will wage a war from within if
neccessary. This will include the elimination of any persons trying to
execute this plot. This means that you need to be especially sure to
warn personnel in the medical corps that they are in DOUBLE JEOPARDY.
The overall plan is believed to be as follows:
1. Create a biological / environmental emergency which can be blamed
on foreign powers which will hasten the apparent need for the
vaccine.
2. Structure what will appear to be a non-planned economic collapse.
3. Allow the people to riot over the unfolding events.
4. Use propaganda to encourage the people to beg for military
intervention. Most compromized governors and mayors are already poised
to call for such intervention.
5. Install U.S. Military into key
control positions under a declared martial law / state of emergency.
6. As the U.S. Military becomes sick from the vaccine, slowly replace
them with foreign troops who will not hesitate to shoot Americans for
any reason.
7. Put all troops under U.N. control as a “peacekeeping” operation.
I understand that I am taking great risk by bringing this into the
open.
I can provided no further information. If you are hesitant to believe
this is real, go back and review the major events of the last few
months
and see if it fits into the overall picture. Also, go back and read
all
the information you can about how AIDS was spread through Hepatitis-B
vaccines and how tainted vaccines are spreading disease at an alarming
rate.
Then find out where the serum came from to create the anthrax vaccine.
You certainly will not want anyone you care about taking it! If you
believe this is possible, you owe it to America to take action. If
this threat is not real, all that will happen is that the government
will be forced to take an objective look at the safety of the

FEMA’s Emergency Public Affairs Are ‘Not for the Outside World’

“Are you familiar with FEMA? What the Federal Emergency
Management Agency’s real power is?” So asked scientist Dr. Al
Kurtzweil, a character in the blockbuster film The X-Files:
Fight the Future, who issued an impassioned plea to FBI
Special Agent Fox Mulder to wake up and smell the conspiracy
coffee.
The 1998 movie projected the paranoia and intrigue of the smash TV
show onto the big screen and stirred tremors of concern in Washington,
D.C. FEMA, which plays a role in various conspiracy theories about
secret plans for martial law in the United States, went so far as to
disseminate a public affairs guidance on how to respond to allegations
voiced in the movie.
The fact that FEMA was compelled to craft a response raises some
curious questions for both fans and political researchers. The X-Files
is famous for venturing into shadowy realms, but when all is said and
done, this is just a fun flick, right? So why did FEMA take the
unusual public relations measure? As Dossier tracked down the details,
we learned that while FEMA probably won’t be initiating a federal
crackdown any time soon, the agency can be mighty touchy—and staunchly
secretive—about its plans for what to do when a “man-made” disaster
occurs.
Most of FEMA’s attention is devoted to the tedious task of providing
relief and renewal to communities struck by storms, floods and other
natural calamities. When hurricanes ravage or wild-fires consume, FEMA
arrives to help pick up the pieces, distribute aid, and construct
emergency dwellings. Sounds safe so far... but then there’s the
hidden chapter in the FEMA story.
It was in the early 1980s, during the first years of the Reagan
administration, when FEMA delved into controversial pursuits that
tainted the agency with suspicions that linger to this day. President
Reagan had selected an old crony, Louis Giuffrida, to serve as FEMA
director. Reagan and Guiffrida had originally hooked up during the
protest movements of the Vietnam War era. While serving as governor of
California, Reagan searched for methods to contain the rising tide of
dissent. He turned to Guiffrida, a former National Guard officer with
a penchant for population control. Under their leadership, the state
government concocted and sometimes implemented draconian anti-
subversive plans.
With this team in power in Washington, it wasn’t long before federal
policy began to feel the tug of totalitarianism. Giuffrida
established strict order at FEMA and then set about establishing a
predominant role for the agency in worst-case disaster planning.
In October 1984, just as Reagan was about to run for re-election,
journalist Jack Anderson dropped a bombshell in one of his columns. He
had discovered that FEMA officials drafted “standby legislation” to
present to Congress if the United States was faced with domestic chaos
or a state of total war (presumably against the Soviet Union). The
proposal, according to Anderson, would have stripped away the
essentials of U.S. democracy; it would “suspend the Constitution and
the Bill of Rights, effectively eliminate private property, abolish
free enterprise, and generally clamp Americans in a totalitarian
vise.”
Suddenly FEMA wasn’t Mr. Nice Guy any more. Additional press reports
heightened the concerns of the growing number of FEMA-watchers. It
became public knowledge that FEMA administered “continuity of
government” facilities such as the one beneath Virginia’s Mount
Weather, a massive underground complex that would shelter national
leaders in the event life above ground should become too hazardous.
Fears about FEMA’s functions flared up again in 1987, when the Miami
Herald reported that Lt. Col. Oliver North, the Reagan White House
aide who stood at center stage of the Iran-Contra scandal, had worked
with FEMA on top-secret projects such as military exercises designed
to test the government’s capacity to round up refugees and rabble-
rousers.
Giuffrida, the apparent mastermind of the plan, stepped down from the
position of “emergency czar” in 1985. However, concerns about the
potential use of FEMA as a vehicle for martial law are today more
widespread than ever, due in part to the portrayal of the agency in
The X-Files.

This public affairs guidance was prepared by the Federal Emergency
Management Agency on March 24, 1998 to guide responses to questions
about FEMA’s secret national security plans, which “require a rigid
level of protection.”

This public affairs guidance was prepared on June 18, 1998 by the
Federal Emergency Management Agency in the aftermath of the movie The
X-Files: Fight the Future. It advises officials how to answer queries
on FEMA’s shadowy “role outside of natural disaster management.”
Morrie Goodman, FEMA’s Communications Director, denied Dossier’s
request for the document; it was obtained through the Freedom of
Information Act.
The TV show and the movie have often alluded to the skeleton in FEMA’s
closet. In Fight the Future, Dr. Kurtzweil spells it out: “FEMA allows
the White House to suspend constitutional government upon declaration
of a national emergency. It allows creation of a non-elected national
government. Think about that, Agent Mulder!”
FEMA, for one, is thinking about that. On June 24, 1998, Al Kamen of
the Washington Post reported that FEMA officials issued a “public
affairs guidance” to help the agency deal with “the potential for an
increase in queries from the general public and the news media
regarding FEMA’s national security programs, due to recent Hollywood
film releases.” The guidance did not identify the movies by name, but
Fight the Future was apparently the primary concern.
“While entertaining and somewhat humorous to the employees of FEMA,
some moviegoers may not understand that they are watching a fictional
portrayal of the agency,” the document said. Some Americans have come
to “believe we have a somewhat sinister role,” it noted, suggesting
that “it is not realistic to think that we can convince them otherwise
and it is advisable not to enter into debate on the subject.”
The guidance advised against a war of words with suspicious citizens,
but urged FEMA officers to make one thing clear:
“You may emphatically state that FEMA does not have, never
has had, nor will ever seek, the authority to suspend the
Constitution.”
Kamen’s brief report in the Washington Post quoted key parts of the
document, but the full text was unavailable to the public. Morrie
Goodman, FEMA’s Director of Communications and a co-author of the
guidance, denied our initial request for the document, saying it was
an internal communication and “not for the outside world.” However, we
then obtained it and a prior FEMA guidance on national security
matters with Freedom of Information Act requests.
The papers open a window into the exclusive realm of government
emergency public affairs planning and demonstrate the dilemmas of
officials in a democracy who insist, on the one hand, that they have
nothing to hide, and on the other that they cannot discuss certain
sensitive matters.
Is FEMA’s concern much ado about nothing? The X-Files is a work of
fiction, and certainly most Americans understand this. Besides, most
citizens know it would take much more than a subversive piece of
legislation to overturn Constitutional government in the United
States. It is difficult to imagine the type of crisis that would cause
Americans to forfeit their system of government to FEMA-rule.
Yet, as these internal documents confirm, the full story of FEMA’s
involvement with contingency plans for martial law is still not
available to the public. And until it is, speculation fed by popular
TV shows and movies (and a few good investigative news reports) will
fill the void. By keeping tight-lipped about “continuity of
government,” FEMA is saddling itself with a continual public relations
problem that even the agency’s best spin doctors can’t resolve.
