The question is that how come the feds alaways know immediately WHO DID IT,
And WHY,....days after.

But despite a mass of undercover agents swarming the marathon, and a bomb
drill going on at the time,....they can never STOP IT from happening.

They probably could stop 'it' from happening, but you would be preaching from your ivory tower against the methods they would use.
