Da.  It's not likely General Hayden will accept toilet paper, er dollars,
as compensation.  The only way the US government will get any work 
out of the brown shirts is forced labor.  If you're lucky they'll give you
concentration camp coupons to by a bar of soap.

The only way the US government will be able to continue to operate is
by incarcerating their employees in prisons.
