That's an US-centric stereotype. :) It was created by US-produced movies,
and confirmed and reiterated by other US-produced movies. That's where it
comes from. Most of the world doesn't care so much for the national symbols
of the USA, and why should aliens?
Where else would you land and say -- teke me to your leader?
Why would they want to contact a political leader? If they're inteligent
beings, they'll avoid that. If they want to contact humanity, a government
which represents about 1/30th of humanity won't lead them very far even if
they choose the "political leaders" route. Maybe they'll prefer to chat to
the dolphins anyway.
