Hm, I'll try to answer them all ;)
A) What is the fastest computer known to run SETI@HOME now? (Could you
tell by the work unit productivity?)
From the TLC Benchmark inofficial Top 200 list
http://cox-internet.com/setispy/tlctop200.htm , the Itanium 2 looks pretty decent under
64bit HP-UX.
I didn't find any DEC Alpha 21364 (EV78) results, but this CPU might be even faster.
Only High Overclocked P4's, AthlonXP's currently are managing to get fairly close.
B) Has anyone heard of anyone taking a supercomputer or a very fast
mainframe and hooked it up to the system to plow through work units in a
bloc of unused processor time?
Since the SETI Client can't be beowulfed, the amount of CPU's does not matter, as each has
to complete a WorkUnit individually.
But I'm sure there are numerous SysAdmins who took it upon their big servers to test the
performance ;)
C) What is the rate at which users are signing up at SETI@HOME?
New registered Users within the last 24hrs are always listed here :
http://setiathome.ssl.berkeley.edu/totals.html
D) What is the rate at which users drop out of SETI@HOME?
A Graph showing the Active Users is shown here :
http://setiathome.ssl.berkeley.edu/numusers.html
Since there is no option to delete an account, there is no way the total amount of Users
could decrease (unless the Berkeley staff mounted a retaliatory Anti-Cheater strike, and
deleting the Accounts)
E) Who is the individual user who has tapped into the most individual
computers for SETI@HOME?
This question is probably impossible to answer.
The Top 1000 is likely a good address for candidates, but it's hard to tell how many
computers were actually used; one can only roughly estimate this figure.

Corresponding SETI@work Link :

F) What are the other most popular distributed computing programs, and have
they had any results?
Hmmm...
For other Projects, there are a number of Summary Pages with lots of them listed.
My favorite is this Link :
http://www.aspenleaf.com/distributed/
G) Since there are a lot of government SETI@Home groups, is there a U.S.
Government policy on the use of government computers for SETI@Home? (yes I
realize that many of the computers are at-home computers rather than office
computers, but there are likely still quite a few chugging away at work)
I think the official Policy of almost any Company, Agency or certainly Government reads :
Do NOT use unauthorized Software on official machines !
H) How frequently or infrequently do Windows users actually put their
SETI@home tasks on real time (highest task priority)?
Don't know, Windows really does not like having Programs being upped to Realtime priority,
and funny things can happen if you do ;)
I reckon not many do it...
