Here's one more easy thing to check if you haven't already.
Replace the AC power cable that plugs into the wall, I know
it sounds stupid but I had one I spent 3 hours working on
before I figured out that one side had an intermittent open
in it. Also try isolating the motherboard from the chassis
and testing the mobo on a non conductive surface to remove
any possible shorts to the chassis.

Make sure to unplug the power connectors from the hard and floppy
drives, you didn't mention doing that. I've had shorted drives
completely kill a system just by being plugged into the PSU...
Then test again.

difference. :-(
