Here's one more easy thing to check if you haven't already.
Replace the AC power cable that plugs into the wall, I know
it sounds stupid but I had one I spent 3 hours working on
before I figured out that one side had an intermittent open
in it.
Thanks. I used a different cable to the one he was using at his house.
Also try isolating the motherboard from the chassis
and testing the mobo on a non conductive surface to remove
any possible shorts to the chassis.
Yep, that's my next plan. Bench-test it bit by bit.

Make sure to unplug the power connectors from the hard and floppy
drives, you didn't mention doing that. I've had shorted drives
completely kill a system just by being plugged into the PSU...
Then test again.
