Indeed they do - 'tis why in my SpamAssasin setup, it checks against 
multiple blacklists and just adds to the spam score for being on one - 
it doesn't automatically ID it as spam.

FWIW, I think most small-time domains that end up on blacklists (like 
the Team Art Bell one) get on them when they improperly set up their 
mail server, allowing it to act as an Open Relay.  One reason why you 
shouldn't run a mail server if you don't know what you're doing.  I'm 
not saying that was the case with the Team Art Bell server... just that 
it tends to be the case with such things.
