SETI@home XML Banner

can use to create banners with your SETI@home statistics created from
SETI@home provided XML data.

 * XML fetch from SETI is proxyable
 * caches SETI XML to file so the SETI's XML feed is not overused
 * recovers well from unavailable XML data
