It certainly is still there.  

That news server message means only that your ISP's news 
servers do not carry that newsgroup --  not that it doesn't 
exist on Usenet.  

It might have been dropped during an upgrade at your ISP, or 
because they thought that no one was reading that newsgroup.  

If you set your browser to www.google.com and then click on 
"Groups" -> "Advanced Group Search" and then find the entry 
field for "Newsgroup (Return only messages from the 
newsgroup)" ... fill in sci.astro.seti and click 
"Google Search".  

The response I saw included, "Threads 1-100 of about 38,600 
in sci.astro.seti".  On that web page (the 100 most recent 
threads), there were messages as early as Sep 23, 2003 and 
up to Nov 5, 2003 ... the next web page would show earlier 
messages.  

You should contact your ISP's news administrator and have 
him add sci.astro.seti ... if you check Google first, 
you'll be able to tell him how many messages you missed.
