Why not get the full rpm from source forge, there is one there for rh9:-

And install that it should be fine.

 if not then the .src.rpm should have put the spec file in  /usr/src/packages
SPECS/ you can rebuild it with rpm -bb /usr/src/packages/SPECS/kseitispy?????
where ???? is the rest of the name, this will rebuild it and leave the full
rpm in /usr/src/packages/RPM/i386/ ? you can then just install this as
normal.

Warning!

These directions are for Suse I am not 100% on the usage of rpm in rh, I seem
to remember that it might need different commands, but a "man rpm" or " rpm
--help" should give you the right swiches and options.
