Probably bigger, but it depends on how much power you put through it and how
far you want the signal to go. Degredation of the signal could be tremendous
inside the atmosphere (depending on conditions). Also, dark matter in space
will reflect/absorb yet more power. Typically, for something like this, the
signal should originate in orbit to bypass the atmosphere. Understandably,
this is not feasible in your case. Also, you will need to sustain the signal
for quite a while (probably at least a month to several years) to raise to
probability of being detected. Otherwise, it will be a cosmic blip to any
recievers even if they should detect it. Signals relating the composition of
natural matter (eg, atomic structures etc) are likely to be the best signals
to send since they convey (apparently) universal information and can
demonstrate at least a certain level of intellect on our part.

And what frequency is the best?

Many people like what is referred to as "the Water Hole." (This is what SETI
searches).  It is between 1.3 -1.7 GHz (if i remember correctly. See

Remember, don't let naysayers discourage you. If this is what you believe
in, go for it. The chances of ET's detecting your signal at all much less
contacting you before the end of your lifetime is probably less than your
chances of finding a winning lottery ticket on the ground 4 times, but you
can't win if you don't even look. Good Luck.
