The Idle processing issue is one where Windows XP and Outlook XP (2K maybe
as well) have a "Idle UI thread" when working with Off-Line folders.  The
Windows GUI client properly processes the WU at priority 1 when in
background, but the CLI client processes at priority 4.  The Off-Line
folders support in Windows runs somewhere between priority 2 and 4 (I
suspect it's 4), so the CLI causes the Windows interface to lock up when you
turn on off-line folders.  I reported this to Berkeley prior to the release
of 3.08, but it didn't get fixed, so I finally got around to modifying SETI
Driver to force the CLI to priority 1, which is where it really should be
running unless you tell it otherwise.  It took me a couple of iterations in
the SETI Driver code to get everything right, however, which is why there
were three quick SETI Driver releases in a row.

Also, I changed the SETI Driver web-site to point directly to wakeassoc.com,
where I am the system admin, engineer, IT developer, etc., which is really
fortuitous since I will be dumping earthlink this month (I got a better deal
with Qwest/MSN than Sprint/Earthlink.)
