The GUI client processes at priority 1.  The CLI client processes at
priority 4.  Unfortunately, the off-line folders feature of Outlook
2000 (and later) and Windows XP runs at either priority 2 or 3.  Thus
the GUI client doesn't interfere with this feature, but the CLI
client does.  SETI Driver sets the CLI to priority 1 whenever IDLE is
selected.
