Why aren't they deleted (especially in the user zone: groups) to keep
a clean overall picture of currently active groups?

You cannot delete accounts. And the term "active user" is one that has
returned a result in the last xxxx days. I *think* xxxx is 30 days now?
Someone will give you the correct value, but the point is, the stats using
"active" users are relatively accurate.
