Shouldn't they just fix the problem instead, or at the very least let us
know what is going on?

Historically, the problem with tape splitting has been finding a 
volunteer to feed tapes to the splitting system. Maintaining the
S@h web site is currently a lower priority than working on BOINC;
again, because of the limited staff available.
