You talk to your systems administrator and ask him (or her) to set it up for
you, with appropriate permission.

As I have reminded countless users of corporate computer users countless
times, "your" computer at work is * not * your property in any way, shape or
form, and you may not do what you please with it. It is the property of your
company, and they are ultimately responsible for, and control permission
for, anything that exists on it, period.

Anything you do on that computer without the express permission of the
company can result in a pink slip (and has, in many companies I have worked
for).

Perhaps that will give you some idea * why * the sysadmins at your company
have locked out DOS.

I recently stumbled upon a site that had instructions to run the SETI GUI
(Screensaver Client to most people) Client as a service on Win98/ME/XP-etc

Unfortunately the process was extremely tedious. I then found instructions
for a simple install.bat to automate the process so i could run SETI on my
work computers but the sysadmins there have banned access to command
prompt
and stopped any DOS files from being run. So my question is this...

Is there a program/installer that will do EVERYTHING i have in my
install.bat (deleting reg entries and replacing them, copying files-etc)
in
Windows to get around the command prompt problem?
