SETISpy doesn't connect to SETI or SETIQueue.
Your SETI client connects to SETIQueue and then SETIQueue connects to SETI
at the time you set.

I'm using setispy with setiqueue.  When setispy is done with a wu it won't
connect
automatically.  If I restart it manually there's no problem.

I've tried running setiqueue as both a service and in the system tray.

I'm running winxp pro.
