Actually, it affects the whole Win9x family to some extent.  I don't have
the URLs to the KB articles handy, but it's a pretty well documented issue.

Mitigated, but not entirely fixed.  But that wasn't the point.  The point
was that the statment that adding memory would always result in a faster
computer was eroneous at best.
