They describe Msgsvr32 as "essential."  I would take their advice, and
leave it running.  Good luck trying to figure out what it does.  I've
spent hours on Google trying to figure it out, but there are no plain
english explanations.

 FWIW, a Google newsgroup search turned up a link to the following MS 
KnowledgeBase article that seems to describe what Msgsrv32.exe does fairly 
well.
