I was countering a suggestion that you had to be listening on
precisely the right frequency, to say an accuracy of 0.1Hz, when
SERENDIP covers 100MHz and Phoenix maybe as much as 1GHz.
We are not covering all frequencies that hit the earth's surface, but
we are examining a very large number of different frequencies, many
of them simultaneously.
