Deinstall your network card on the problem PC and reboot to safe mode.  Then
reboot to normal mode.  It sounds like the TCP/IP stack has developed a
registry problem.

I have used setiqueue and seti driver for over two years on two home
pcs, however, recently I have been having great difficulty running
setiqueue. It appears that setiqueue hangs when it downloads a new wu
to a seti driver client when that seti driver client is on the same
machine.

I have installed, uninstalled, nuked all wus, and nothing seem to work
or change. My home lan environment is basically two pcs connectly to a
gateway router, which in turn connects to a cable modem. And, there
have not been any changes to either pc's software or network settings
that I am aware of.

I can only download wus from setiqueue if the seti client is not on
the same machine. Have anyone experienced this problem or hear of
this?
