I don't think that BOINC is calculating anything wrong. AFAIK is the
application that is working on the workunit
(setiathome_3.08_windows_intelx86.exe for me) reporting the time that is has
used and the progress on the workunit to BOINC. BOINC is only displaying
these values.
To calculate the workunit progress, the workunit has to split into a lot of
parts where every part needs about the seem processing time (e.g. 100 parts
then every part represents 1% progress). This isn't done well at the moment
for setiathome_3.08. The first parts do need less processing time as the
last parts. The definition of the parts for the workunits and
setiathome_3.08 needs to be corrected.

New to BOINC ... is there a way to calibrate the 'Progress' meter on the
'Work' tab for a Project? It seems to run to 50% quickly and then the bulk
of the work appears to take place between 50% and 100%.
I know that there was an XML file based calibration that you could use
with
SETISpy to even this out.
