No. You can disconnect from the internet whenever you want.
(Disable BOINC Network Access option Under the File menu option)

Correctly. BOINC asks if it can connect when it needs to.
If you happen to disconnect during a transfer, BOINC should pick
up where it left off after you reconnected again.
Those having a dial up connection with limited
hours[150hours/month,then $1 hour after] or those that pay by the length
of telephone call to their ISP would not be able to afford to run BOINC.
that's the reason behind the logic of the option.
I understand where BOINC needs to do upgrades. But can that be done at
users request.
BOINC itself is updated manually at the moment (and it probably will
stay that way).
The application running under BOINC is updated as needed by the RPC which
is mainly when a new WU is fetched.

Thanks I thought it was that way.I know in europe and elsewhere users
pay by the phone call.Whereas in the USA we pay for ISP and have local
phone access[we still pay one way or the other]
