If you check the BOINC forums, it's a problem at the server end.

It means:

The error your client got from the server when attempting to upload

That's the one I'm getting, a hundred times an hour or so, spread around my
machines.

Strange how the client decides when to re-try. It says "backing off 1 minute
0 seconds" a few times, the '1 minute 9 seconds', then '3 minutes 10
seconds', etc. right through to '3 hours 30 minutes and 31 seconds'. Then
back to 1 minute. This occurs for each unit it's trying to send. I have a
lot of attempted connects at the moment.
